Instructional Design Lead – AI & Emerging Technology

The Instructional Design Lead will support the Texas Education Agency (TEA) on the AI & Emerging Technology workstream by designing and developing AI and automation literacy training programs, creating online and instructor-led learning assets, and ensuring alignment with TEA policies. This is a part-time, remote position focused on building sustainable training content for agency staff.

Responsibilities
- Design and develop a structured AI and automation literacy scope and sequence for agency-wide staff use.
- Create mandatory training modules covering responsible AI use, unacceptable use, TEA policy alignment, and Microsoft Copilot fundamentals.
- Develop optional advanced training modules on topics such as prompting, automation concepts, Copilot agents, Power BI, and other approved tools.
- Build and organize training content within an online platform, including web-based courses, digital learning assets, and reusable instructional materials.
- Produce learning objectives, instructional outlines, facilitator materials, and training aids aligned to both technical and non-technical audiences.
- Translate complex technical and policy concepts into clear, practical training content accessible to staff at varying skill levels.
- Recommend assessment strategies and completion-tracking approaches suitable for the agency's training environment.
- Develop sustainment documentation enabling TEA staff to maintain and evolve the training program after contract completion.
- Ensure all training content aligns with TEA policy requirements related to governance, privacy, security, and Microsoft-first tooling.
- Support staff in building foundational understanding and practical confidence in using approved AI and automation tools effectively and responsibly.
Requirements
- 5 years of experience designing, developing, and implementing training curricula.
- 5 years of experience conducting technical or systems-related training, including software, operational procedures, or related technical content.
- 5 years of experience developing web-based and instructor-led training materials, job aids, videos, or comparable learning assets.
- 3 years of experience building training in an online platform, including web-based modules, e-learning content, or LMS-based training.
- 3 years of experience translating technical information into clear training content for technical and non-technical audiences.
- 2 years of experience designing training related to policy, responsible use, privacy, security, or governance-aligned technology adoption.
- 2 years of experience supporting Microsoft-based productivity or cloud technology training environments.
Additional Information
- May be required to work outside normal business hours, including evenings, weekends, and holidays, as requested and pre-approved by TEA.
- Total estimated hours for this engagement shall not exceed 400 hours.
- Texas-based candidates are preferred.
