CTEC is seeking a Technical Project Manager to lead and manage Agile delivery teams supporting federal government agencies, focusing on cloud development, digital transformation, and application development.

Responsibilities

Lead and manage Agile delivery teams using Scrum and Agile-at-Scale methodologies to deliver complex technology solutions on schedule and within scope.
Create, manage, and maintain project roadmaps, sprint plans, and release schedules using Azure DevOps.
Oversee requirements discovery and documentation in collaboration with business analysts and technical teams.
Serve as the primary interface between government stakeholders, business users, and technical teams.
Ensure technical solutions meet defined business, functional, and non-functional requirements.
Identify and manage team blockers, conflicts, risks, and scope changes; maintain risk registers and issue logs.
Facilitate sprint planning, daily standups, sprint reviews, retrospectives, and executive reporting sessions.
Analyze current-state processes, define future-state improvements, and guide teams through change adoption and transformation.
Coordinate across development, data, QA, architecture, and business teams.
Assemble and present project status, metrics, risks, and performance reports to management and executive stakeholders.
Leverage Azure DevOps, SharePoint, and Microsoft OneDrive to manage project artifacts, documentation, collaboration, and traceability.
Promote continuous improvement of Agile practices, delivery processes, and team performance.
Work under minimal supervision with minor guidance from senior personnel.

Requirements

At least ten (10+) years of experience in technical project management, Agile delivery, or program management roles supporting enterprise technology initiatives.
Demonstrated experience managing Agile/Scrum teams and delivering technology solutions in cloud-based environments.
Experience using Azure DevOps for backlog management, sprint planning, reporting, and traceability.
Strong understanding of SDLC methodologies including Agile, Scrum, and Waterfall.
Experience managing cross-functional technical teams including software engineers, data engineers, architects, and QA teams.
Experience with cloud technology environments, preferably Microsoft Azure.
Proven ability to manage project scope, schedules, budgets, risks, and stakeholder expectations.
Strong change management and process improvement experience.
Excellent written and verbal communication skills, including executive-level reporting.
Excellent organizational, negotiation, and relationship-building skills.
