Technical Program Manager (Jira/Jellyfish)

Responsibilities

• Own the health, configuration, and insights derived from the Jira and Jellyfish tools, ensuring leadership has a clear view of engineering investment, velocity, and health.
• Design, build, and maintain complex workflows, permission schemes, and automation rules in Jira Cloud.
• Map Jira signals to Jellyfish allocation buckets to reflect true investment distribution.
• Standardize issue types and field usage across multiple squads for valid insights.
• Use Atlassian Intelligence for natural language querying to generate reports.
• Leverage Jellyfish AI Impact to measure AI tools' effect on delivery time and code quality.
• Automate workflows with AI agents for ticket hygiene, summarization, and triaging.
• Use LLMs to synthesize data into executive narratives.
• Monitor and analyze DORA and flow metrics to identify bottlenecks and improvement opportunities.
• Partner with finance for R&D tax credit reporting and labor capitalization.
• Engage stakeholders for requirements triage and tool rollout.

Requirements

• 5+ years in Engineering Operations, Program Management, or similar data-heavy engineering role.
• Expert-level Jira Cloud administration skills.
• Proficiency with Jellyfish as a power user.
• Deep understanding of Agile metrics and Engineering Investment categories.
• Strong knowledge of DORA metrics (Deployment Frequency, Lead Time for Changes, Change Failure Rate, Time to Restore Service).
• Advanced proficiency in Jira Automation and JQL.
• Foundational knowledge of SDLC, Scrum, and SAFe methodologies.
• Comfortable leveraging AI agents and LLMs for data analysis and scripting tasks.
